PROPOSITION

THE STATES are asked to decide whether they are of opinion in pursuance of Article 44 of the Rates (Jersey) Law 2005 -

  1. to re-appoint for a further three year term:

Messrs John Refault, Barry Le Beuvant and Scott Hollywood as members of the Rate Appeal Board until 27 March 2028

  1. to re-appoint for a further one year term:

Miss Christine Vibert and Mr Ron Treby

as members of the Rate Appeal Board until 27 March 2026; and

  1. to appoint for an initial three year term:

Mrs Marilyn Wetherall and Mr Mark Dawson

as members of the Rate Appeal Board until 27 March 2028

MINISTER FOR TREASURY AND RESOURCES

REPORT

The Rate Appeal Board is established under the Rates (Jersey) Law 2005. Members are required to hear and determine appeals against rateable values in accordance with the Law.

Under  Article  44  of  the  Rates  (Jersey)  Law  2005,  and  in  line  with  the  Jersey Appointments Commission Code of Practice for appointments to autonomous and quasi-autonomous public bodies and tribunals, the Minister is recommending the re- appointment of 5 members to the Rate Appeal Board and the appointment of 2 new members to that Board, bringing the total number of members actively serving to 7.  

Of the existing members:

Messrs Refault, Le Beuvant and Hollywood have indicated that they are willing to serve for a further 3 year term;

Mr. Treby has indicated that he is willing to stand for a further one year; and

Miss Vibert was first appointed in 2016 (P/41/2016) and will have served the maximum term permissible after one further year.

The Minister is grateful that these members have put themselves forward for a further term and would like to thank them for their service thus far.

Following  an  appointment  process,  Mrs.  Weatherall  and  Mr.  Dawson  were recommended to the Minister for appointment and have agreed to serve as members of the Board. The Minister thanks them for their willingness to serve.

Under Article 44(2) of the Rates (Jersey) Law 2005 the Rate Appeal Board shall consist of neither fewer than 5 nor greater than 9 members appointed by the States on the recommendation of the Minister for Treasury and Resources. Should the Assembly approve this proposition the membership will be:

  1. Mr Scott Hollywood
  2. Mr John Refault
  3. Mr Barry Le Beuvant
  4. Mr Ron Treby
  5. Miss Christine Vibert
  6. Mrs Marilyn Wetherall
  7. Mr Mark Dawson

The  Minister  requests  the  States  Assembly's  approval of the  reappointment of 5 members and the appointment of 2 new members to the Rate Appeal Board.

Financial and staffing implications

The posts are honorary and there are no financial or manpower implications for the Government of Jersey arising from this proposition.

Appendix – Biographies Reappointment

Miss Christine Vibert

Miss Vibert obtained a degree in biochemistry from London University and worked in various editorial roles in the UK and Jersey before settling into office administration.

She founded an office relocation business in Jersey in 1990, specialising in project management and office design, which oversaw the relocation of many of Jersey's finance houses and legal firms as well as several States departments.

Miss Vibert was a member of the Complaints Panel for over 9 years and, being semi- retired, is keen to continue to serve the Island in a voluntary capacity.

Mr Scott Hollywood

Mr. Hollywood is the General Manager of the  Merton Hotel and has significant management experience across the United Kingdom in various hotels.

Mr Hollywood is a former Chamber of Commerce Travel and Tourism panel member and is a current Lay panel member for the Jersey Tribunal Service.

Mr. John Refault

Mr Refault is a former Assistant Minister for Treasury and Resources and served three terms as Connétable of St Peter. Mr Refault has significant experience working with a variety of Government Departments.

Prior to his career within the States Assembly, Mr Refault worked for 30 years for the States of Jersey Airport Fire Service and then at a local Estate Agent. Mr Refault is a former member of the Institute of Management and the Institute of Directors.

Mr. Barry Le Beuvant

Mr Le Beuvant is retired and has more than 50 years' experience in the construction industry.

Mr Le Beuvant is a past President and Fellow of Chartered Institute of Architectural Technologists and is currently a Membership Assessor and Senior Moderator for the same. Mr Le Beuvant has experience working with Government Departments and private companies to deliver significant developments across the Island.

Mr. Ron Treby

Mr. Treby is retired and is a former Executive Trust Director for a local firm. Mr Treby has experience working with high-net-worth private clients to provide trust and offshore company services.

He is currently a trustee of a local charity and involved in the leadership team of his church.

New appointments Mrs Marilyn Wetherall

Mrs Wetherall has 40 years' experience as a Human Resources professional and has worked at a senior level in both the public and private sectors; including previous roles at the General Hospital, Jersey Airport, a local law firm and as owner of a recruitment agency.

Mrs  Wetherall  is  a  chartered  member  of  the  Chartered  Institute  of  Personnel  & Development and was one of the founder members of the Jersey branch of the Chartered Management Institute. Mrs Wetherall is currently retired and has, until recently, sat as a lay member of the Jersey Employment and Discrimination Tribunal.

Mr Mark Dawson

Mr  Dawson  has  a  significant  amount  of  experience  as  a  Chartered  Account internationally  holding  managerial  and  director  position  within  the  finance  and investments industry.
