- T h e Home Affairs Committee has agreed a programmeoffocusgroups connected with thedevelopment of a criminal justice policy.The first focusgroup held inOctober 2003, concentrated on howoffenders are dealt with and soughtto identify specific issues for more detailed inspection. Oneof the issues identified wasindeedthe introduction of a parole system to Jersey. Until the implications have been properly assessed, I cannotsaywhether,or when, a system of parole couldbe introduced.
- T h ere will be a further focusgroup looking solely at parole. Thesegroups have beensoconstructed that they draw,atpresent,on the relevant expertise available in the Island. The intention is that this group will identify the issues that would need to beresolved. Deputy Le Hérissier has himself much to offeron the subject and I would welcome his involvement in the focusgroupduring these early and critical stages.
