Question

Would the President inform members

( a ) w h e ther any civil servants have been dismissed from the Civil Service for having outside financial

interests, and, if so, whether these involved trade with other States departments: if the answer is in the affirmative, could  the President  give  details of  the numbers  of  personnel  over the  last  five  years dismissed from their posts? and,

( b ) w h e ther the Committee will review putting in place a register of civil servants outside financial

interests, and, if not, the reasons why?

Answer

  1. Nocivilservants have been dismissed as a result of havingoutside financial interests.
  2. Under the Civil Service Administration Rules and a Code of Conduct that applies to all public sector employees,it is incumbentupon a civil servant to declare any business interest which conflicts with his/her role  as a  public sector employee. This  matter must be reported to  his/her  senior  manager and would subsequently berecorded in the employee'spersonal file. Any failure tomake such a declaration would be regarded as a serious breach of those rules and would lead to disciplinary action, whichcouldresultin possible dismissal.For this reason, itisnot considered necessary to introduce a register of civil servants' outside financial interests.
