ANSWER TO BE TABLED ON TUESDAY 26th OCTOBER 2004

Question

Would the President inform members

( a ) w h e ther the rôle of Parish Civil Emergency Liaison Officer (PCELO), in some parishes, if any, has

been disbanded, and, if so

(i ) th e reasons why?

(i i)   w h a t alternative arrangements have been put in place to cover this rôle? and (i ii ) w h e ther full details of any changes will be put before the States?

( b ) w h e ther responsibility for PCELO's has been handed over to the Home Affairs Committee, and

whether discussions have taken place with the Comité des Connétable s regarding the disbandment of PCELO's?

Answer

  1. Yes, I can confirm that discussions took place earlier this year involving the EmergencyPlanning Officer and membersof the Comitédes Connétable s, and that thedecisionwastakento discontinue to office ofParish Civil Emergency Liaison Officer.

( i) The reason for this decision is because the parishes' emergency procedures are based upon the Honorary

Police, who are well-placed to respond to the needs of the community in the event of an emergency;

( i i) as noted above, the Honorary Police will take on the role previously undertaken by the Parish Civil

Emergency Liaison Officers.

A s o n e of their responsibilities, the PCELO's were responsible for the monitoring of radiation levels in

the event of a radiological incident, and I am advised that the Comité des Connétable s is currently giving consideration as to who should have responsibility for this function in the future;

( ii i) this is for the Comité des Connétable s to determine, but is not a matter which would normally require

the approval of the States.

I can confirm that the responsibility for PCELO'shasnot been handedoverto the Home Affairs Committee, but rests with the Comité des Connétable s.Asnoted in the answer to question 1(a), the decision has been taken to discontinue the office ofPCELO, and for the parishes' honorary policeto take on this role.
