ANSWER TO BE TABLED ON 22nd JUNE 2004

Question

Would the President

( a ) inform members whether the Committee is still employing public relations consultants and if so, would

he name the companies or individuals so employed by the Committee?

( b )  c onfirm the fees charged to the Committee by the consultants and the amounts paid to them in the last

12 months?

Answer

  1. Yes; thePolicy and Resources Committee is still employingpublic relations consultants.

A  s noted in the response to the question in the States from Senator E.P. Vibert on 9th September 2003, the

Committee is currently employing Mrs. Katie Le Quesne as a Communications Consultant on a contract basis.

T h e Committee has also been employing a London based firm, Quiller Consultants' to monitor and promote

Jersey's  international  finance  interests  under  a  long-standing  contract  arrangement  which  has  been terminated from September 2004.

T h e Committee also employs Mr. Philip Jeune of PJ News and Publishing' to co-ordinate the publication of

the Changing States' newsletter, which is published four or five times a year and is circulated to all States employees.

  1. The fees charged to the Committee by the consultantsfor this work in the last12months,together with the amounts paid to them, are asfollows

M r s . K atie Le Quesne is receiving a fee of £55,000, and there are no further expenses in this connection. T h e f e es charged by Quiller Consultants are £135,000, with no additional expenses.

T h e f e es paid to PJ News and Publishing amount to £2096.15 in respect of work carried out on the last

four issues of Changing States.

T he  total  amount  paid  for  public  relations  consultants  over  the  last  12  months  therefore  amounts  to

£192,096.15. It should be noted that this amount is expected to decrease very significantly from 2004 onwards with the expiry of the contract with Quiller Consultants.
