Question
Would the President inform members –
- whether the Committee decided tochange the chairmanshipof the Harbours and Airport Committee and MarineTradersmeetings and, if so, when was this agreed and by whom,who will continue to Chairthese meetings, whenwas this appointment effective, and what part, if any,does the Chief Executive/Harbour Masternow play at these meetings?
- whether the appointmentin (a) above followed consultation with Marine Traders and,ifnot,whetherthe Committee is satisfied that there is noconflictof interest involving this appointment?
- what consideration, if any, wasgiven by the Committee to the rangeof candidates and their qualifications suitable for theChairmanship?
- whether the PortUsers,theMarine Traders and the MarineUserswillbeconsultedinany new make-upof any newboardbeing considered by the Harboursand Airport Committee for the incorporation ofJersey Harbours?and,
- whether any negotiations have been held with prospectivecandidates regarding the new Chairmanship of the proposed new board and, ifso,whyhavethe States not been notified?

"No change has been made. When the Committee meets with any delegation the President of the Harbours and Airport Committee or, in his absence, the Vice-President, retains chairmanship of the meeting. The Chief Executive and Harbourmaster supports the Committee in the same way as every other Chief Officer;
- the establishment of a new Board cannot and will not take placeuntil incorporation is implemented. Atthe appropriate time, the Committee/Minister will aim to have any appointments madein line with the Jersey Appointments Commission'sproceduresand in accordance with due process requiredby the States of Jersey;
- no negotiationshavetakenplace."
