Question

Would the Minister inform members

  1. whether he is investigating, as part ofhisongoing review oftransport strategy, theimpact that the number of PNR (Private  Non-Residential) parking  spaces  within the  Ring  Road has on the community in terms of adding to congestion and reducing the incentive forcommuters to switch to other modes of transport?
  2. whether he will undertaketo discuss with the Minister for TreasuryandResources the feasibility of a tax onPNR parking with a view to ring-fencingtheproceeds to enhancepublic transport services?

Answer

  1. I c an confirm that the useofPNR(PrivateNon-Residential) parking spaces within the RingRoadare being investigated as part of the ongoingreviewof the transport strategy.

P r iv a t e Non-Residential spaces appear to be used predominantly by commuters and it is this sector of

the motoring public that impacts on congestion early in the morning and in the evening.  It is estimated  that  there  are  approximately  7000  PNR  spaces  within  the  Ring  Road  which  form  a significant element of the 11,000 vehicle trips made into St Helier between 0800 0900 hours daily.

T heMinister for TreasuryandResourcesis looking at a numberofEnvironmentalTaxmeasuresas part of the FiscalStrategy. The use of Private Non-Residential spaces will be considered as part ofan overall packagedesignedto provide incentives to the commuter to consider the environmentaland economic benefits ofusing alternative modesof transport.  The proposalsforEnvironmentalTaxes will becompletedbyOctober2006and presented to the Minister for TreasuryandResources.
