ANSWER TO BE TABLED ON TUESDAY 4th APRIL 2006

  1. D  id any consultation take place regarding thearrangements for the functions oftheformer Legislation Committee in the ministerial system and, if so, whowasinvolved,were any supporting papers produced and, if so, can thesebemade available tomembers?
  2. W  h o approached the States Memberswho have been asked to sit on the Legislation AdvisoryPanel?
  3. W  i llthePanel have a budget and, ifso,where will itcome from, how is the provision of a Committee Clerk to be funded, has it been confirmed with both H.M. Attorney Generaland the Law Draftsman that they have time to attend Panel meetings and, if not, will therebe a needtoemploy more staff?

  1. Y  e s, consultation took placebetween the formerPolicyandResourcesCommittee and the Legislation Committee on this matter, together with H.M.AttorneyGeneral, and I would be willing tomake the relevant minutes and supporting papersavailabletomembers.
  2. T h e proposedmembersofthe Legislation AdvisoryPanelwere approached by the Chairmanof the Panel, the Connétable ofSt.Ouen, and thesenominations have my full support.
  3. Y  es , thePanel will have a budgetand this will come from thebudgetforthe Chief Minister'sDepartment. In addition, the States Greffe will provide a Committee Clerktosupport the Panel, and provisionhas been made for this in the Greffe'sbudget.H.M. Attorney General and the Law Draftsman will be invited to attend all meetings of the AdvisoryPanel, and will have time to doso as and when necessary. For the avoidance ofdoubt, I can confirm that it will not be necessary toemployadditional staff.
