- Will the Minister informmemberswhether those non-locally qualified (NLQ)employeesengaged by local firms on a secondmentor short-term contract basis are included in themanpower figures used to measure and report onNLQquotasunderRUDL?
- Will he further indicateformemberswhat length ofcontract would qualify to be classified asshort-termor secondment?
- Will the Minister also inform members what data he has in number and percentage terms of such secondment/short-term contractemployees, engaged in the sectors monitoredbythemanpowerreports? Can he also produce comparative figures for five years ago?
- Will the Minister further informmembershowRUDL conditions are applied in the caseofshort-term contracts or sub-contract conditions in the construction industry?

- Contract licencesareissued to construction businessesto engage staffin relation to specific, time limited contracts. These contracts are not defined as shorttermorotherwise, but, being limited to the specific contract in question,are limited bythe very natureoftheindustry and development in the Island.
