WRITTEN QUESTION TO THE CHAIRMAN OF THE COMITÉ DES CONNÉTABLES BY DEPUTY R.G. LE HÉRISSIER OF ST. SAVIOUR
ANSWER TO BE TABLED ON TUESDAY, 30th JANUARY 2007
Question
- Wo uld the Chairman advise members whether a common policy exists amongst the Parishes for the retrieval of fees for nursing and residential care via a charge upon properties? If so, what is the policy?
- Ho w many parishioners are currently subject to such charges and what is the distribution amongst the Parishes?
Answer
- T r aditionally welfare was paid tothose in need.Persons with assets, but limited income, are assisted at the Connétable 's discretion onthebasis that thesums paid are reimbursed.Thisincludesrecovery from the estate followingdeath. Likewise residentialcare and nursing care costs for those born in the Island are paid through the welfare system if the claimant does not have sufficient income to support himself/herself. Where such agreementhas been made the Connétable is able to seekrecoveryofany costs incurred from theestate.
In a p plying the policy, each case has to be treated on its merits and each case will vary according to the
individual circumstances.
T h e re are some persons who have had bequeathed to them a life enjoyment of a property but who do not
own the property. Although this entitles them to any income from the said property it does not entitle them to any claim on the property itself and only the income is taken into account when determining an application for welfare. In these circumstances no charge can be made against the property itself.
- A t the current time there are 7 parishioners subject to liens or charges against the estate and these are as follows –
