Question

With regard to the proposed relocation of an energy from waste plant from Bellozanne to La Collette and the statement that the Jersey Electricity Company's chimney could be used, would the Minister advise members -

(a )  h ow many meetings have been held with the JEC to discuss sharing the chimney?

(b )  w hether the JEC chimney is suitable as an energy from waste exhaust and, if so, whether that would

be in its present state, or, if not, what modifications would be necessary?

Answer

T h ere have beenmanymeetings with the Jersey Electricity Company to discuss the use oftheJEC Chimney and the shared use of the chimneyhasappeared on every agenda.The first meeting atwhich the use ofthe chimney was discussedwas on 13December2005. Meetings then took placeon 7 February 2006, 23March 2006, 4 April 2006, 16 May 2006, 8 August 2006, 19October 2006 23November2006 and 20December 2006. Since the beginningof2007these meetings have taken place on a fortnightly basis and have included discussion of the shared useofthechimneyoneachoccasion.
  2. In June 2006 a detailed structural inspection wascarriedoutto the fabric ofthe boiler chimney atLa Collette Power Station. This inspection wascarriedout with the full agreement and with the support and cooperation of the Jersey Electricity Company.The inspection was carried out by Delta International under a sub-contract to the Department'sWaste Strategy ProjectsTechnical Adviser - Babtie Fichtner Limited. The inspection confirmed that the chimneywasin good structural condition and therefore the Department and the JEChave progressed discussionswith regard to the use oftwoflues of thechimney for the flue gas output from the proposed energy from waste plant. To use the chimney,new flues would be required to be fitted asthe flue gasoutput from theenergy from wasteplant differs from that from the JEC power station. The flue gas pipes from the energy from wasteplantwould need to be connected into the base oftheJECpower station chimney. A review of this requirement has been undertaken which indicates it is feasible.
