Question

Given that the Napier Report, that the Chief Minister hoped could be completed in six weeks, is now many months overdue and mindful that the Wiltshire Report was also more than a year overdue, cost the taxpayer a seven figure sum, yet did not result in any disciplinary proceedings, will the Chief Minister now clarify the following –

  1. when will the NapierReportbe published andbemade available to Members?
  2. upon publication will the Chief Minister ensure that States Members receive a copy in advance of the media?
  3. will the NapierReportbepublished in full andnotin a redacted'form?
  4. how manydraftversionsof the NapierReporthavebeen written in arrivingatthefinalversion?
  5. has the final version been altered in anyway as a result ofinput from those individuals receiving so- called Scott letters'?
  6. has the Deputy of St. Martin been keptfullyinformed, involved and madeawareofallmaterialand developments at all stages ofMr. Napier's investigation, aswas agreed when the process was set in place; and if not, why not

Answer

  1. M  r Napieradvisedmelast week that the final report would be with metoday,butsofar I have not yet seen it. Until such time as I havereceived and considered it I cannot give a definite date for its publication.
  2. W  henthereportisready for publication, I will ensure Members receive a copybeforethe  media.
  3. I hope to bein a position to publish the full reportbut until I am able to complete a thorough review of the final report I cannot give that assuranceas it is only fairand reasonable that anyonenamedin the report having givenevidence, but not directly involved in the suspension process,isgiven appropriate protection from any adverse publicity.
  4. I do not knowhow many draft versions have been produced as I have not receivedany draft copiesof the report but I understand that a draftwas produced and sent to all ofthosepeoplewho were involved inthe suspension process where Mr Napier had commentto make on their participation.
  5. I do not know if MrNapierhasmade any alterations as a result of the feedbackhe has received from those to whomhe circulated a draftcopy.
