"Will the Minister advise what action, if any, the Harbours Department has taken to address the long-standing anti-social behaviour problems suffered by residents at Albert Quay Apartments; specifically whether the promised speed bumps are yet in place; what, if any, impact the new speed cameras have had and, if no action has been taken when will these matters be progressed?"
Answer
- Twosmiley' SID cameras were fitted on the AlbertQuay the weekcommencing24thMay 2010. We download the information on a weeklybasisandsharethe information with the States of Jersey Police community officer toagree and define trends so that the policecanincrease their presenceontheAlbert Quay at peak periods.
- The speed indicators have highlighted specificproblems. Speeding isanissue,whilst generally confined to a very small minority generally during the daywith a feweveninghotspots. Thesehotspots have been discussed with the police and they will be increasing their presence in the areaat these timesduring this summer.
- The speed cushions haverecently been delivered and TTS carried out the workonMonday5thJuly.
- At the same time as the speedcushions are fitted, the speedlimitfor the Albert Pier will be reduced to 15 miles perhour.
- We are currently working with States Procurement to develop expressionsof interest with the tender document to enhance Jersey Harbours' security systems, further integrating HarboursandPoliceCCTV systems. Consideration with the Police is beinggiven to licence plate and driver facerecordingcameras. The tenderdocument will go live mid July for four weeks, with installations of the upgraded system planned for Q4 this year.
- The residents have been updated regularly bye-mailon the progress with the last updated being on 21st June 2010.
On a final note I would like to point out that the main issue the residents have is anti social behaviour and the noise level from a small number of cars.
