WRITTEN QUESTION TO THE MINISTER FOR EDUCATION BY DEPUTY R.J. WARD OF ST. HELIER

ANSWER TO BE TABLED ON TUESDAY 10th JULY 2018

Question

Will the Minister advise –

  1. how much has been spent on education consultants since January 2015 by her Department;
  2. what the breakdown is of spend on individual consultants;
  3. how the effectiveness of this spend is monitored;
  4. what the projected spend on consultants is for the coming 2 academic years; and
  5. what process is used to determine the suitability of employment of such consultants?

(a)  & (b)

All consultancy costs incurred by the Education Department have been included below. The definition used to determine consultancy costs is taken from the document "Guidance on Accounting for Consultants" and is referred to in "Financial Direction 5.6 - Management of Consultants".

The use of this definition of consultancy is consistent with a previously answered States written question on this matter by the then Deputy of St John to the Chief Minister on 8th March 2016 (1240/5).

  1. There is no set department method for assessing the effectiveness of consultants employed across the different areas of the Education Department. The effectiveness of consultants and their suitability for future engagement is delegated to line managers who have the appropriate budget responsibility and authority to engage such consultants. Expenditure is monitored by the Finance Team with regular meetings held with budget holders.
  2. The projected spend on consultants for the next two years has not been calculated at this time.
  3. There is no set process used in the department to assess the suitability of consultants employed across the different areas of the Education Department. This is delegated to line managers who have the appropriate budget responsibility and authority to engage such consultants.
