Question
For each year from 2016 to 2021 (up to June), will the Minister list any projects for which Arup was engaged by the Department of Infrastructure (or its equivalent), with the following details to be included –
- the titles of any reports delivered as part of the contracts;
- the value of each contract; and
- whether or not a tender process took place for each contract?

In response to Written Question 332 to the Minister for the Environment and Written Question 333 to the Minister for Infrastructure, the information requested has been presented as a joint response and, where appropriate, tabulated.

Strategic Partner and Related Services framework contract - note
In 2019 a procurement strategy was developed as part of the Island Plan Review. It identified a flexible framework contract as an efficient approach to commissioning a range of support.
An open tender process was undertaken to contract for a strategic partner and related services. Three submissions were received from multi-disciplinary environmental and planning consultancies.
The framework contract provides for support in three areas. The contract remains in use and the total contract value is variable, subject to operational requirements. The current actual spend in each of the contract areas is:
• Part A: Critical appraisal and guidance – a fixed price component of up to £69,600 plus up to £6,800 reasonable and agreed expenses
• Part B: Provision of additional capacity – currently £189,000 based on an agreed rate card for professional specialisms
• Part C: Specific studies to support the evidence base – various studies as set out in the main table above.
