Question

“In respect of H.M.P. La Moye, will the Minister –

  1. provide a breakdown of the percentage of prisoners in Jersey who re-offend within each of the following periods subsequent to their release –
  1. 12 months;
  2. 5 years; and
  3. 9 years;
  1. state the cost per year of keeping a prisoner in H.M.P. La Moye; and
  2. state the total cost per year to the run the prison service?”

Answer

  1. Unfortunately, an accurate measure of reoffending rates is not currently available. This is an identified gap that we would like to address and would be significant piece of research to ensure data was comparable to other jurisdictions, all of which capture this data differently.

Some work has been done to capture this information in relation to individuals subject to Jersey Multi Agency Public Protection Arrangements (JMAPPA) but this does not reflect the entirety of the prison population and it is important it is not taken as broadly reflective of the overall rate of reoffending. 10 individuals were (re)convicted whilst under active JMAPPA management during 2021.

  1. Based on the average number of prisoners in custody during 2021, which was 147.5 (maximum 155, minimum 140), the cost of keeping a prisoner in custody in 2021 was £71071.09.

Currently, the States of Jersey Prison capacity is set as 200, if this capacity was reached then the cost of keeping a prisoner in custody would reduce to £52414.935.
