Response to Corporate Services Scrutiny Panel re. Government Plan Review
Thank you for your letter of 16 August 2019. As you are aware, the Chief Minister's letter to the Chair of the Government Plan review Panel on "Scrutiny of the draft Government Plan" outlines the general approach to responding to such requests and therefore this letter does not contain detailed information on the areas of the Government Plan for which I bear responsibility, but I look forward to discussing them with you on Thursday when I appear before the Panel. Your requests are addressed individually below.
Request 1:
All supporting information relating to the following projects will be provided in the corporate response as outlined in the Chief Minister's letter:
- Continuation of external relations funding (CSP3-1-06)
- Financial Stability Board (CSP3-2-08)
- Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) (CSP3- 301)
- Jersey Finance Growth (CSP3-3-02)
- Guernsey-Jersey Joint working (OI3-07)
I would however point out that both the Financial Stability Board and the Guernsey-Jersey Joint working programme are owned by the Chief Minister, although staff in External Relations and Financial Services do support the work.
Requests 2 and 3:
I am currently not undertaking any work on the topics identified in the list of capital programmes you provided in your letter.
Request 4:
The consolidated response to be sent in accordance with the Chief Minister's letter will include full details of the process (including which Ministers have been involved with which areas) and a cross-referenced list of actions to projects.
Request 5:
Can I suggest that a separate briefing might be helpful, if our respective calendars allow, on the work my department is doing towards:
- Deliver year 1 of the European Relations Strategy 2020-23
- Continue to invest in Jersey's overseas offices
- Ensure that Jersey continues to engage effectively with relevant multilateral bodies
