I understand from my officers that the paperwork from the Council of Ministers meeting held on the 4th September has been shared with your officers. I hope this paperwork is of assistance to the panels. As per my last letter dated the 4th September, I can now confirm the following from the questions that were pending further information.
- When will Ministers be able to confirm reprioritisation of the available public resources for allocation and use within the departments under their remit?
The outcomes of the financial allocation work were included in the CoM papers from 4th September, which have been provided to the Panel, including the capital programme, budget measures, income forecasts, reductions in existing growth, and new growth. The final financial tables summarising all this, including base budget adjustments, will now be formalised by CoM as part of the approval of the Government Plan document on the 25th September.
- When will Ministers be able to confirm that Scrutiny can conduct confidential stakeholder engagement on decisions made by CoM?
CoM are agreeable to Scrutiny conducting their own Stakeholder engagement. I am encouraging each Minister to engage with their respective Panels to provide information detailing the stakeholder engagement undertaken. I will be able to share the completed Stakeholder Engagement workflow by the 25rd September, at which point we will outline the timescales, which I would expect to include the ability of Panels to commence stakeholder engagement from the 28th September onwards.
9) Despite chasing for responses, the Environment, Housing and Infrastructure Panel have note received clarification of departments individual budget and its feasibility, including the viability and deliverability of projects within the department. When will Ministers be responding to Panel requests for updates?
The budget for the GHE department is already outlined in the approved Government Plan, and these lines have not changed. The business plan for the department is contained within the overall government business plan, and these projects are still expected to be
delivered over the life of this Government. There is work underway to inform the future Government Plan, and due to the significant impact that the Covid response has had on Government, budget lines are likely to change.
These are still being considered and will be published as part of the Government Plan process later this year.
GHE progress and deliverables can be seen in the six monthly report on the Government Plan recently published. This shows that work is continuing and that work which has been affected by events earlier in the year.
