Questions Arising from Ministerial Decisions Dear Senator Moore
Thank you for your letter dated the 19th of March with questions following your panel meeting relating to Ministerial decisions. Please see below the answers to your questions.
- Could you confirm whether there will be a shortfall in revenue this year, due to the 2019 returns not being assessed because of the delay to 2018 returns?
As you will appreciate, since this letter was sent there have been a number of developments which will impact both the carrying out of assessments and the level of revenues in general. Officers will be working to quantify the expected impact. I will update the Panel once this information becomes available.
- We have examined your Revised Delegations and Functions from February 2020 ( MD 2020-0012.Could you please confirm whether these revised delegations are temporary and will be rescinded upon your return to full Ministerial duties, or whether you intend for these to be permanent?
Those delegations were not intended to be temporary. You will note that they have now been superseded by MD-TR-2020-0027 and MD-TR-2020-0028.
- In the Ministerial Decision Budget Transfers; Various ( MD-TR-2020-0011)
There is a transfer of balances of up to £536,039 from Various Revenue Heads of Expenditure, a non-recurring transfer for up to £1.2 million from Various Capital Heads of Expenditure and a non-recurring transfer for up to £1.3 million from Central Planning Vote, all to Reserves'. Given that there is no States function with this name, could you please confirm which Reserve fund (or funds) these sums are being transferred to?
These amounts were all transferred to the general Reserve.
