Tax Update

Thank you for your e-mail requesting an update for the panel on current tax activities,

please see my response to your questions below.

How are 2018 and 2019 returns progressing and what the impact of COVID-19 has been?

The Comptroller has advised me that 2018 assessing is now largely completed. There are around 1350 returns (around 1%) yet to be processed and it is not unusual for such a proportion to require ongoing work over many months. In light of this, work has also begun on processing returns for the 2019 year of assessment with priority being given to those which have so far been received online.

Is the system accessible remotely?

Covid-19 has reduced Revenue Jersey's available resources, largely on account of people needing to look after children following school closures or to protect vulnerable household members. Fortunately, the new Revenue Management System does allow remote working (the old ITAX system did not) and a number of Revenue Officers are working from home on various key tasks in compliance with strict security protocols while others continue to attend the office.

How will this impact revenue?

I believe the Panel has seen the latest economic forecast of the Fiscal Policy Panel which represents the latest best view of the potential impact of Covid-19 on Jersey's economy.

How is IT support from the proprietors of the system impacted?

The new Revenue Management System continues to be supported on-island by one member of the Supplier's team and from New Zealand by the Supplier's main team.
