Jersey Lifts
I am writing to gain an understanding regarding the current status of any work being undertaken in relation to the service known as Jersey Lifts. It is the Panel's view that Jersey Lifts and concerns regarding regulation of the service continue to be significant within our community.
Considering the above mentioned, the Panel would appreciate receiving the following information:
- Is the Minister aware of any impact Jersey Lifts is having on licensed taxi services in Jersey?
- Is the Minister consulting with the Jersey Taxi Drivers' Association?
- What concerns have they raised?
- Has the Department for Infrastructure, Housing and Environment (IHE) been made aware of any concerns from the public regarding Jersey Lifts and, if so, can the Minister please provide examples thereof?
- Is the Minister and IHE currently undertaking any policy or legislative work in relation to monitoring/controlling Jersey Lifts?
- It is understood that the Motor Traffic (Jersey) Law 1935 provides some regulation, however, is the Minister considering bringing forward any legislation to further tighten regulation in relation to unregulated services such as Jersey Lifts?
- What impact does the absence of appropriate regulation of Jersey Lifts have on the motor insurance aspects, as well as the risk this may pose to the wellbeing of passengers and the community?
- It is understood that the States of Jersey Police (SoJP) had been monitoring Jersey Lifts and engaging with the Department for Infrastructure, is this still the case, and to date, has the Minister been made aware of any incidents that have been reported to the SoJP in relation to Jersey Lifts?
- Would the Minister confirm how he might move the Island's taxi service into the 21st century in providing a framework in which such organisations such as Jersey Lifts, Uber and Lyft's might be operated in a reasonably regulated manner in the interests of the general public?
The Panel would appreciate a written response by Wednesday 7th October 2020 and has the intention to publish any response it receives on the States Assembly website. In that regard, please let the Panel know if any aspects of the information you provide are confidential.
