Dear Chair,

Thank you for your letter of 31 March. I am pleased to hear that you found the in-committee debate valuable. I am very keen to continue to gather views as widely as possible and I will be publishing an analysis of the ideas put forward during the in-committee debate as soon as it is complete.

In terms of ongoing consultation I can confirm that I have already written to all the business and community stakeholders who were interviewed by the Migration Policy Development Board during 2019, to understand their views on the themes that they consider important to include in a population policy. I have also asked them to report on issues relating to Brexit and Covid-19 that might impact on the development of a population policy.

My current plan is that there will be a public consultation on areas to include in the Common Population Policy during July and August. Technical consultation with businesses on the new IT systems will continue throughout the year.
