R.19/2021 – Land Transactions Under Standing Order 168(3) – Office Accommodation Project, Union Street, St. Helier

Thank you for your letter of 18 February 2021.

As requested, I have attached a signed copy of the Ministerial Decision relating to the Office Accommodation Project for your information

As you will be aware the States Greffe raised the point that they did not consider the original wording of R19/2021 to be sufficient. Accordingly, and following discussions with the States Greffe we have amended the wording to ensure that it is compliant. In addition, we have also considered the report accompanying the Ministerial Decision, which has been made public and is also attached to this letter.

For completeness, as you are aware, Scrutiny have been kept informed throughout the process. Following approval of the Strategic Outline Business Case by the Council of Ministers in October 2019, Members received a briefing on 14 November 2019 and Scrutiny and the Public Accounts Committee were also briefed in private on 14 November 2019. I understand that a copy of the business case was provided to Scrutiny on 17 December 2019, and that further briefings were delivered in June 2020, July 2020, and October 2020.

According to our records, Office Accommodation Papers, as considered by the Council of Ministers, were received by Scrutiny on 16 September 2020, 25 September 2020, and 9 December 2020, as well as 26 January 2021. In addition, the Full Business Case was sent to Scrutiny on 10 February 2021. A specific briefing was also provided to both yourselves and the Public Accounts Committee on 3 February 2021 in advance of the briefing to States Members on 12 February 2021.
