Dear Deputy Ahier ,

Thank you for your letter of 18th November 2021. I apologise for the short delay in responding.

I will be receiving my final briefing on the matter next week and, subject to that briefing, I will be asking the Council of Ministers on 7th December, to give consent, for the Guidelines to be presented to the States Assembly, and for the four-week notification period to commence. Subject to that consent being given, I expect to be able to present the Guidelines later that week.

There have however been a number of practical and administrative arrangements identified that will need to be put in place in respect of the new Scheme, and on that basis I expect that the commencement date will be revised to 1st March 2022.

This date has been agreed with the Law Society.

I have asked my officials to ensure the Panel are given a briefing at the earliest opportunity on the outcome of the consultation, and to cover any questions on the steps that now need to be taken for the Scheme to become operational on 1st March next year.
