S.R.12/2021 Res. – Executive Response to People and Culture Review

The Panel is formally considering the Executive Response to its People & Culture Report by the States Employment Board.

The Panel is concerned that the Executive Response to Key Finding 8 and Recommendation 7 of its report (page 15) in regard to Independent Advisers to the States Employment Board may have been misinterpreted. The finding was written to express the Panel's concern that the States Employment Board is not making the full use of the number of advisers available to it, and would like  to  make  clear  its  belief  that  additional  information  and  advice  is  always  useful  when considering matters as complex as the States Employment Board's work. The Panel would be grateful if details of the review of the role of the independent adviser as outlined in the Executive Response could be shared with the Panel.

In addition, the Panel would like to request a copy of the workforce plan drafted by the Jersey Employers Group as referenced on page 42 of the Executive Response.

Finally, the Panel is aware that minutes of the States Employment Board have been disseminated to the Public Accounts Committee for consideration following review by Law Officers, and is concerned that this represents an inconsistency within how minutes of public bodies are provided to  Scrutiny,  giving  particular  consideration  to  how  the  Panel  is  generally  responsible  for scrutinising the work of the States Employment Board and is the main respondent to the States Employment Board within the States Assembly. The Panel would therefore be grateful if minutes of the States Employment Board be provided to the Panel as requested.

The Panel would be grateful if you could please provide a response and the documentation requested in this letter by close of business on Thursday 11th November 2021.
