Dear Comptroller and Auditor General

Corporate Services Scrutiny Panel

Changes to the Objects and Purpose of the Ann Alice Rayner Fund (P.92/2021)

I am writing on behalf of the Corporate Services Scrutiny Panel to request your views on the proposed changes to the  Ann Alice Rayner Fund, lodged by the Minster for Treasury and Resources under P.92/2021, and to be debated by the States Assembly at its next sitting on 23rd November 2021.

The proposed changes include alterations to the administration and governance of the Fund, and provides the Jersey Community Foundation, which distributes the Jersey Lottery proceeds and Jersey Reclaim funds, with a central role in directing the future of the Fund. The Panel is therefore interested in hearing your views on the suggested changes to the Fund, and what safeguarding measures you believe will be required to ensure that it operates effectively under its new governance and administration structure.

The Panel would be grateful if you please could provide any thoughts on this item by Friday 12th November 2021.

Yours sincerely

Senator Kristina Moore

Chair, Corporate Services Scrutiny Panel
