Changes to the Objects and Purpose of the Ann Alice Rayner Fund (P.92/2021)

The Panel notes the lodging of the proposition P.92/2021, which proposes a number of changes to the Alice Ann Rayner Fund (the Fund'). Following discussion of the Proposition during the Panel's meeting on Tuesday 12th October 2021, the Panel wish to submit the following questions to you:

  1. What is the full and complete rationale behind the removal of the word "philanthropic" from the Fund?
  2. What oversight will be in place to meet:
  1. the proposed framework for the administration of the Fund.
  2. the "public benefit" test raised in the proposition.
  3. the agreed framework; and
  4. any associated policies and procedures in place to further administer the Fund.

The Panel would also be grateful if the accounts of the Jersey Community Foundation (the Foundation)  and  the  copy  of  the  agreement  between  the  Government  of  Jersey  and  the Foundation could be circulated to the Panel alongside the answers to its questions.

Finally, the Panel's work programme is significant at this time and as the content of the Proposition was not disclosed or discussed with the Panel, in any detail, prior to or upon to its release it will not be possible for the Panel to consider the answers to the questions or documentation and provide comments or any amendments to the Proposition prior to the scheduled date of the debate [2nd November 2021]. The Panel would therefore request that the debate is rescheduled to take place during the States Assembly sitting on the 23rd of November 2021 in order that the Panel can complete its review.

The Panel would be grateful if you could please provide a response to the documentation and questions raised in this letter by close of business on Thursday 21st October 2021. The Panel would be grateful if you could confirm the change of debate date for the Proposition by Friday 15th October 2021.
