Risks to timeline for Our Hospital Project

Thank you for your letter dated 18th May 2021 on the subject of risks to the timeline for Our Hospital Project.

The Our Hospital Political Oversight Group (POG) has always communicated that the project programme is challenging but achievable, and the Project will seek to identify all opportunities to mitigate the risk of any unforeseen delays in the project timetable. However, there is no longer any practical margin for unforeseen delays, including as a result of challenge or due to the political process.

The margin for delay in the programme has been exhausted by the additional work created by the second amendment to P.123/2020 and the delays due to the implications of the Parish of St Helier requête on access. Therefore, any further unforeseen delay will have implications for the timeline of the Our Hospital project.

The POG is conscious of the financial risk of delay to the project and notes that further delay could cost in the region of £100,000 per day. The POG is doing everything possible to maintain momentum within the project team and avoid delay.

I would recommend that any questions about the options for mitigating delays arising from the Planning process – including an anticipated Planning Inquiry or decision-making during the pending period for the June 2022 elections – are raised by the Panel directly with the Minister for the Environment.
