Dear Senator Moore ,

Thank you for your letter dated 2nd July 2021 regarding the timing of the forthcoming Proposition for Our Hospital funding. I am pleased to be able to provide the following update.

The initial timetable was structured around meeting the required six-week lodging period. It also took account of the timing of Political Oversight Group (POG) meetings and the workload challenges faced by officers who are preparing both the Our Hospital Funding Proposition and the Government Plan. These are both substantial and important pieces of work that have far-reaching impacts for our Island and the POG believe it vital that both are produced to the highest possible standard.

The Our Hospital Political Oversight Group agree it is imperative to have a robust Scrutiny process that is given sufficient time to complete a full review and access all those they may wish to call on for evidence.

We have discussed the viability of bringing the lodging date forward. After careful consideration, we have instructed officers to continue to work to a 3rd August lodging date for the Proposition. However, a debate will be requested for the States sitting in the week commencing 5th October in order to accommodate your request for additional time.

This will allow a full nine weeks for the Scrutiny process and for the Panel and their advisors to complete the briefings that will inform the Panel's Report. In addition, this means States Members will be provided with time after the summer recess to consider the Report and Proposition thoroughly.

The Our Hospital Political Oversight Group would be grateful if the Panel could provide assurance that any Amendments to the Proposition are lodged at least two weeks in advance of the scheduled debate, in accordance with Standing Order 26, to enable the Our Hospital team to prepare responses.

May I thank the Panel for sharing the Terms of Reference for their upcoming review, which will enable meaningful engagement with this important piece of work.
