Government Plan Amendment - Establishment of the Ministry of External Relations

I write further to your recently proposed amendment to the Government Plan regarding the re- establishment of the Ministry for External Relations as a separate Department.

The Panel understands the rationale behind the amendment but would be grateful if you could provide a response to the following:

Could you explain why the establishment of a Ministry for External Relations was not included within the original Government Plan prior to lodging and thus required an amendment?

Is there a particular reason why the amendment is being brought by yourself as Minister and not the Council of Ministers?

The Panel is considering a short comments paper to your amendment and would be extremely grateful of your immediate response to these queries to help inform our work.
