Central Services Property Refurbishment – Five Oaks Refurbishment

Thank you for your letter dated 18 October 2021 requesting answers to written questions about the Five Oaks refurbishment capital programme. Please see my responses below.

  1. We note from the Mid – Year Review, R.138/2021, that this project is on track for delivery. A target date of December 2021 has been noted, do you anticipate the programme to be completed by the target date provided?

Yes, we expect the programme to be completed by the target date provided. The Commissioning Engineer is due on site in the week commencing 18 October 2021 and we expect to be fully operational in the week commencing 6 December 2021.

  1. What has the total spend been to date for this programme and please provide a breakdown of the spend and the aims achieved?

  1. It is noted within R.138/2021 that further investment is scheduled for 2021 to install a new back-up generator. Will this require additional funding to be sought or will this be covered by the allocated funding for 2021?

The funding to install a new back-up generator is captured in the above total project cost of  £3,500,000.  This  was  achieved  by  undertaking  a  detailed  design  review  that highlighted savings and enabled the delivery of both the boiler and generator packages.

  1. Has the funding been sufficient to enable the project to meet its stated aims to date?

The project budget has been sufficient to meet the project's stated aims to date.

  1. Will the delivery of this project ensure value for money?

I believe that the delivery of this project ensures value for money. As mentioned in the answer to Question 3, the design teams have been able to utilise the budget to deliver both the boiler replacement and site generator projects into one contract. This facility will now be self-sufficient and risk free to continue supporting the current General Hospital and the future Our Hospital project.

  1. Can you confirm whether the project will be completed in 2021 and that no further funding for 2022 will be required?

As stated in the answer to Question 1, I expect the project to be completed in 2021 and I can confirm that no further funding is required for 2022. An accrual to cover the 12- month defects period will be required by contract. This figure is captured in the overall allocation.
