Draft Road Traffic (No. 68) (Jersey) Regulations 202-Environment, Housing and Infrastructure Panel Comments and Recommendations
Thank you for your correspondence dated the 12th November 2021 concerning the recommendations made in the Panel's Comments paper in response to the Draft Road Traffic (No. 68) (Jersey) Regulations 202. My response to the two recommendations are as follows:
- The Minister for Infrastructure accepts the EH&I recommendation and confirms that after one year of the implementation of the Regulations, his officers will liaise with the Comité des Chéfs de Police, the States of Jersey Police and Jersey Society for the Prevention of Cruelty to Animals to assess the impact of the changes to Regulation, including both positive and negative impacts, and any policing challenges experienced.
- The consideration of the need for a new Law requiring cats to be microchipped and the potential for associated penalties for non-compliance is outside of the Minister for Infrastructure's area of competence and should be referred to the Minister for the Environment, who has responsibility in such matters.

Environment, Housing and Infrastructure Panel Comments and Recommendations
I write in relation to the above and to invite your response to the recommendations made in the Panel's Comments paper and whether you intend to accept and implement them. The following is an excerpt of the relevant paragraphs providing recommendations within the Comments:
Recommendation one: Should the draft Regulations be adopted, the Minister for Infrastructure must review with all stakeholders including the Centeniers, SoJP and the JSPCA the impact of the Law change, including both positive and negative impacts, and any challenges experienced regarding the policing of the Law. The Minister must report back to the States Assembly after a 12-month period from the adoption of the Law.
Recommendation two: The Minister for Infrastructure and the Minister for the Environment should consider, before the end of 2021, whether microchipping of pet cats should be mandatory to improve the identification of pet cats. This should be considered independently of the draft Regulations as the intention of the draft Regulations is to provide all cats additional protection which must be independent of the ability to identify them.
