MD-TR-2021-0020 – Our Hospital Early Enabling Works: Funding: Funding Authorisation Thank you for your letter of 5th May.
I understand that the Our Hospital Political Oversight Group (POG) was fully briefed during a meeting on Thursday 18th February 2021. I further understand that the paper they considered was shared with the Future Hospital Review Panel on 16th March 2021.
At the meeting of the 18th of February 2021, the POG was informed that further expenditure in excess of the £20 million existing funding available could not be incurred without further approvals. A Proposition regarding the funding of the Our Hospital Project was planned to be taken to the States Assembly in July 2021 but it was considered that this would occur in September 2021, due to the impact of delay on design and OBC development as a result of the requirement for an additional Assembly debate on access. Consequently, funding needed to be identified from elsewhere to finance expenditure in the meantime.
I understand that you from your involvement in the Future Hospital Review Panel, will be aware the POG agreed at the meeting of 18th February 2021 to request the Minister for Treasury and Resources to make available up to £11.167 million from the General Reserve as part of a reallocation of Government funding to the Our Hospital Project. These funds form part of the requirement that will enable the project to progress ahead of a States debate on the substantive capital funding, which is now anticipated in September 2021.
