Dear Deputy Chief Minister,

Thank you for your letter of 19th August and for your assurance that the Our Hospital Political Oversight Group intends to fully engage with the Panel's review of the Our Hospital Outline Business Case and accompanying proposition for funding the £804 million project.

In the context of this assurance, it would be helpful for the Panel to receive a response to its letter of 13th August requesting information which is pertinent to its current review and which was requested to be provided on or before 19th August.

For its part, the Panel is also keen to ensure that its findings and the report undertaken by its advisors play a key role in the 5 October 2021 debate on the OBC and the funding proposal.

The Panel thanks the OH and Ministerial Support Teams' for the work that they have done in supplying information for the Panel's work. As of 24th August, agendas and accompanying papers for OH POG meetings have been shared to 26 July 2021 (the most recent meeting). To date, minutes of the OH POG meetings (which are being provided in confidence to the Panel) are outstanding for all meetings after that held on 15 April to date. The Panel looks forward to receipt of those minutes as soon as possible.

As you will be aware, the Panel has appointed advisors who are conducting a thorough examination of the OBC. They have made a number of requests for information in order to do this work and are reliant on the provision of this information to produce their own report in a timely  fashion.  As  of  24  August,  11  of  17  requests  remain  outstanding  and  this  will, necessarily, have a consequent impact on the production of the Panel's findings.

A second advisor has been appointed by the Panel to review the funding solution proposed in P80/2021 and our hope is that information requested here will also be forthcoming.

You will appreciate that further delay to providing the advisors with the information they have requested will only increase the time pressures they are working to and I would be grateful if you would give your personal attention to the matter in order to meet these reasonable requests.

The Panel will, of course, aim to bring forward its report and findings as soon as it can in order to assist colleagues in the States Assembly and to ensure that outstanding queries may be addressed, but, as has been the case for the OH Project team itself, we are constrained by the timeframe involved and the need to complete the work to the highest standard possible.
