States Greffe: Scrutiny

Senator Lyndon Farnham

Minister for Economic Development, Sport and Culture By email

5th January 2021 Dear Minister

Economic and International Affairs Scrutiny Panel New Skatepark

Firstly, may I take this opportunity to wish you a Happy New Year. I hope you enjoyed the Christmas and New Year festivities.

I write in relation to the Quarterly Hearing we had with you just before Christmas when we asked some questions about the new skate park. We had understood that it would be developed at Les Quennevais but during the Hearing we were advised that the location of the development was being reviewed and that a feasibility study of the South Hill site was being conducted.

Unfortunately, most of our questions were left unanswered and therefore we would like to receive an update on the project and the reasons why the Les Quennevais site has been pulled, if indeed it has. We have noted from an article in the JEP that a planning application for the Les Quennevais site appears to be imminent. These are all matters to which we would have hoped for prior notification, particularly given our continued interest in the project.

We would like the matter to remain as open and transparent as possible, particularly as we were advised of the change of direction during a live hearing. As you can appreciate, we have started to receive some concerns from members of the public who have been asking for an update on the project.

In that regard, we would be grateful to receive answers to the following questions:

  1. Is the Les Quennevais site still an option for the new skate park?
  2. What are the reasons for undertaking a feasibility study for the South Hill site?
  3. Will a planning application be submitted for the Les Quennevais site? If yes, why when a feasibility study is being undertaken for the South Hill site?
  4. Are any other sites being considered?
  1. How much has the project cost to date (please include a breakdown)?
  2. Why is there no mention of the change of location in the Government Plan 2021 – 2024?
  3. Why  wasn't  the  Jersey  Skate  Park  Association  consulted  about  the  change  of direction?

We would be grateful to receive a response by no later than 12th January. Yours sincerely

Deputy David Johnson
