Draft Wildlife (Jersey) Law 202- [P.110/2020]

Thank you for your letter dated 8th January 2021 in respect of the above draft Law. Whilst the Panel is pleased to hear that the level 1 guidance is currently being developed and that the branchage guidelines have been given priority, we require further assurances that all guidance will be available for States Members to review before the debate on 9th February as it is unclear as to when the various other levels of guidance will be produced. In your letter you state that the publication of guidance is necessary to ensuring that the Law is clear and practical for users to implement. The Panel agrees and, for this reason, considers it crucial that all guidelines are produced before the debate to help inform the discussion and decisions of States Members.

If you are not able to provide the Panel with these assurances at this time, then we would respectfully ask that the debate of the draft Law is postponed until such time that you are confident that all guidelines will be available to review. As the debate has already been deferred until 9th February we are aware that the States Assembly would need to agree to set an alternative date for the debate. Therefore, we would ask you to consider proposing this at the arrangement of public business at the end of the sitting next week, so that the States can vote on this.

We would be grateful if, before the States sitting next week, you could provide us with either confirmation that all guidelines will be available before the 9th February or whether you will acquiesce to asking States Members to agree an alternative date for the debate of the Draft Law.
