Corporate Services Scrutiny Panel MD-TR-2021-0020 – Our Hospital Early Enabling Works: Funding

The Panel has recently noted Ministerial Decision MD-TR-2021-0020 Our Hospital Early Enabling Works: Funding.

The Panel wishes to express concern at the use of the Reserve for this matter, given that the Written Report makes mention that a business case for this element of funding has not been produced. It would appear that doing so, prior to the agreement of the additional funding by the States Assembly, risks depletion of the Reserve on financing elements of a project, requirements of which have not been fully evidenced.

The Panel also wishes to enquire as to the rationale behind the mention of the General Reserve (Covid-19) in the Written Report of the decision. It was the understanding of the Panel that the COVID contingency sub-component of the General Reserve was specifically held for use to negate the impact of the pandemic, this was again reiterated by yourself in a Ministerial Statement (R.60/2021).
