Dear Vice Chair,

Re: Consultation relating to the Jersey Public Appointments Commission I am writing to you on behalf of the Chief Minister.

Thank you for your letter requesting the opportunity for the Corporate Services Scrutiny Panel (CSSP) to review responses to the consultation on legislative proposals to establish an independent Jersey  Public  Appointments  Commission,  which  concluded  on  14  February  2022.  You  also requested that we provide a timetable for the anticipated lodging of legislation in this regard.

I am pleased to be able to provide the consultation responses to CSSP, which are enclosed herein for  your  convenience.  In  summary,  the  Government  received  four  formal  responses  to  the consultation: from a private individual, the Comptroller and Auditor General, JT Group Ltd, and the Jersey Liberal Conservatives. Please note that the response from the private individual has been provided to CSSP in full, but it has been anonymised in compliance with the consultation privacy notice.

The Legislative Drafting Office is currently preparing a draft Law with the intention that this will be ready to be lodged in early March for debate at the States sitting of 26 April. Given the tight timetable, the Director General for Strategic Policy, Planning and Performance (SPPP), who is supporting the development of this legislation, would be pleased to brief the CSSP on the final legislative proposals at the Panel's earliest convenience and prior to lodging the draft Law in the Assembly. Policy officers in SPPP will contact the Panel's officers to arrange a convenient time for a briefing to take place.
