Economic and International Affairs Scrutiny Panel By email

4th March 2022

Dear Chair,

Jersey Aircraft Registry – Oxera Report

Thank you for your letter dated 24th February 2022 regarding the Oxera report on the Jersey Aircraft Registry.

I note the Panel's request that the Oxera report be made public. Unfortunately, I do not consider the public release of this report to be in the best interests of the Island.

As you will be aware upon reading the report, there is both background information in relation to the JAR, as well as a comparison of the relative success of other Aircraft Registries in similar jurisdictions. I believe this information could place the Island at a competitive disadvantage, precisely at a time when work is being undertaken to make the JAR commercially sustainable and successful.

I hope the Panel will understand and respect the reasons given above. Yours sincerely

Deputy Kirsten Morel
