Dear Deputy Johnson , Jersey Aircraft Registry
Thank you for your Letter regarding the Jersey Aircraft Registry (JAR). I am of course interested in your plans to include the JAR in your work programme ahead of the 2022 election.
There are no plans to make the Oxera report on the Jersey Aircraft Registry public. This report was procured on a confidential basis by a new Department when it took on responsibility for the JAR.
This report was, and is, intended for officers and Ministers directly involved in the management of the Jersey Aircraft Registry. It has been shared with the panel confidentially at their request following approval from Oxera.
At the request of the Minister, the department will be working on an aviation strategy during 2022, which will encompass the Jersey Aircraft Registry. Given the strategy under development, we would not wish any confidential information to be made public at this time.
With respect to other documents prepared in relation to the Aircraft registry, please see attached internal assessments produced from 2017 onwards.
The Oxera report was shared with the Panel once requested. There is no particular reason as to why the topic of the report did not arise during discussions on the Jersey Aircraft Registry with the panel. All comments made regarding the future of the Aircraft Registry remain valid and in part are informed by the Oxera report.
