Economic and International Affairs Scrutiny Panel Jersey Aircraft Registry – Oxera Report

I write further to the report which was undertaken by Oxera on the Jersey Aircraft Registry (JAR) which was shared with this Panel under confidentiality on 10th November 2021.

The Panel is discussing its work programme before the end of this term of office and is keen to undertake some work on the JAR, in particular, its benefit to the future of the Island; in this connection, we would be grateful if you could let us know when the report will be made public and, indeed, explain why it has not been so already. Could you also let us know if there are any additional reports or documents which you could make available which discuss the future of the JAR to help inform our work. We are currently discussing terms of reference for this potential review and others within our scope which will be with you once approved by the Panel.

We note that the report was presented to you in March 2021 however, the Panel was only made aware of it following a meeting with Ports of Jersey. Could you therefore provide an explanation as to why this was not shared with the Panel despite our questioning around the JAR in public hearings throughout 2021.
