Corporate Services Scrutiny Panel

High-Net-Worth Individuals Tax Regime Review – Information Request

During the Corporate Services Scrutiny Panel's Quarterly Public Hearing with you on 29th September 2022, the Panel questioned whether any changes will be made to the high-net-worth individuals tax regime. In response to this, it was noted that the Chief Minister was presently or would be undertaking a substantial review of the regime.

The Panel notes that within the recently lodged Government Plan 2023 – 2026, reference is also made to the high net-worth individuals tax regime. Page 34 notes that Ministers are reviewing the existing High Value Residents scheme with a view to refreshing the scheme for new entrants.

In light of the above, the Panel has agreed to request the Terms of Reference for this review (or in the absence of this, the rationale for the review being undertaken) and the expected impact as a result of its findings.

The Panel look forward to receiving this information via a formal written response by no later than Friday 14th October 2022. Please be advised that it is the intention of the Panel to publish any response received on the States Assembly Website.
