States Greffe

Deputy John Young Minister for the Environment

BY EMAIL 20th April 2022

Dear Minister,

WILDLIFE (AREAS OF SPECIAL PROTECTION) (JERSEY) ORDER 2022 (Les Ecréhous)

I am writing in relation to recent correspondence the Environment, Housing and Infrastructure Panel has received from Jersey Seafaris raising concern regarding the short timescale from when the above Ministerial Order was made (11th April 2022) to when it came into force (18th April 2022). Whilst not against the conservation of these areas, the Panel has been made aware that owing to a lack of key stakeholder consultation, Jersey Seafaris has not been afforded adequate time to adapt its business operations and educate their staff given the short timeframe from notification to enactment of this Order.

In this regard, the Panel requests to receive confirmation, in writing, by next Wednesday 27th April 2022 regarding whether you are inclined to temporarily rescind the enactment of the Ministerial Order and postpone its future enactment whilst Jersey Seafaris and/or any other key stakeholders are given a reasonable timeframe to make suitable arrangements to adapt their business operations and educate their staff on compliance with the new law.

Please note that it is our intention to publish your response once received. Thank you in advance for your assistance in this matter.

Yours sincerely,

Connétable M. K. Jackson

Chairman
