Dear Minister,
Further to the Panel's Public Hearings with you, I would be grateful for some further information on a number of topics to assist the Panel's future work and understanding of government strategy.
Ports of Jersey – Funding for Blue Islands
There were press reports earlier in the year regarding the collaboration between Ports of Jersey, Government and Blue Islands to convert the airline's fleets to run using hydrogen. The Panel would be grateful for information on the following:
• Whether funding in addition to the £10 million loan to Blue Islands announced in 2020 will be made available to the airline?
• Whether the loan has been repaid and, if not, when it is expected to be repaid?
• To what extent it is intended that public money is used to support the airline in future and whether the operation is sustainable without that investment?
The Panel also has noted a more recent article in the media which states that the Chief Executive of Blue Islands has confirmed he is in talks with the Ports of Jersey and Government regarding the operation of more direct flights from Jersey to Rennes. How will these be funded please?
Arms Length Organisations
With respect to the Minister's intention to review the accountability and funding structure for Arms' Length Organisations, please could you provide more detail on the form that this review will take, its methodology, the ALOs to be involved and your timeline for the work to be completed?
Tourism Strategy and Retail Strategy
The Panel would be grateful if an update could be provided on the likely timeline for presentation of economic framework/strategy documents for the tourism sector. While noting the strategy for the retail sector has been deferred, please advise of your intended timeline to produce the strategy.
