Re: Air Quality Monitoring of Quarries
Please see below responses to your letter received on Friday 11 February 2022.
Considering that funding has been approved for air quality monitoring purposes, what progress has been made in respect of air quality monitoring near quarries?
Air quality monitoring is not carried out for this specific purpose by officers at IHE. The funding approved in the Government Plan is prioritised to spend on areas of concern such as the impact of traffic in urban areas and on schools.
In respect of La Gigoulande Quarry, what work has been undertaken to date to assess the air quality near the Quarry?
Officers at IHE would respond to complaints in respect of dust arisings from a quarry but in the case of La Gigoulande Quarry no complaints have been made and hence no assessment has been undertaken. Specific work around any extension of the Quarry would be driven by the planning process and should form part of any associated EIA. The need for independent monitoring, would be driven by perceived risk of such a development and any subsequent changes to nearby receptors and would be driven by regulatory considerations, including past behaviours by operators and complaints associated with this site and others of a similar nature.
Considering the proposition to expand La Gigoulande Quarry, what consideration has been given to commissioning an independent investigation into the air quality near the Quarry prior to any proposed expansion?
Environmental and Consumer Protection at IHE are consulted on a range of planning applications where developments are likely to have environmental and / or public health impacts. Extensions of quarries are likely to fall under this. As such, if a planning application is submitted, and Environmental and Consumer Protection are consulted, officers would undertake an assessment of the proposal and submitted documentation to determine whether additional assessments were required in relation to air quality.
