Thank you for your letter dated 22nd November 2022 which refers to R.154/2022 – A Review of The Our Hospital Project – Scrutiny Review. Please find responses below:
- With respect to advice received, R.154/2022 provides a summary of input received from a range of key stakeholders. Following publication of the review, the Ministers providing political oversight to the project agreed that there were three key activities that should progress in 2023, which are included in the proposed amendment to the Government Plan 2023-26:
• Continue with the improvement works to the former Les Quennevais School, which will be required for any development at the Overdale site, and provides opportunities for longer-term health and care facilities in the West of the Island.
• Strategic acquisition of the former hotels site on Kensington Place from Andium Homes
• Cost to develop feasibility and an investment case for a revised scheme, with a view to bringing forward longer-term proposals for the funding strategy to the Assembly during 2023.
The full text of the proposed amendment will be shared with the Scrutiny Liaison Committee and Future Hospital Review Panel before the end of the week.
In addition, the Government of Jersey project team has started to work on a detailed timeline of a potential programme of delivery for new healthcare facilities, based upon the hybrid, phased option identified as the preferred approach in R.154/2022. Once appropriately explored, this will be included in the planned Proposition to be debated in the first quarter of 2023, which will seek the Assembly's agreement to progress with preparatory and enabling works to deliver new hospital facilities.
- A robust investment case will be developed following the proof of concept work in the first half of 2023 and will include the requisite information, including in relation to cost. This investment case will be used to support further Propositions to be brought forward either in advance of or part of the proposed Government Plan 2024-2027, asking the States Assembly to consider substantive financing and funding models to deliver new health and care facilities for Jersey.
