Dear Senator Moore ,

Changes to the objects and purpose of the Ann Alice Rayner Fund (P.92/2021) Thank you for your letter of 7th January.

In publishing my comments in relation to this Proposition I have attempted to provide greater clarity for States Members on the impacts and rationale for removing the phrase "philanthropic". As I have stated in these comments, the removal of this phrase is not necessary and to alleviate Members' concerns I will not be asking the Assembly to consider part (i) of P.92/2021.

I will repeat these intentions when presenting the Proposition to the Assembly during the next sitting and felt that this was the most efficient solution rather than a full re-issue of P.92/2021.

I should reiterate that the requirement to bring forward this Proposition is driven by the simple requirement to replace the current income administrators (Jurats) at their request, who were originally selected by the Assembly in 2001.

You will be aware of the supportive statements that have already been provided from the Comptroller and Auditor General's office and the Charities Commissioner. I believe these are a testament to the thoroughness of the work performed in drafting these proposals. You may also be aware of the Charitable Fund Oversight Board's views and the Royal Court's recent approval of similar changes to the Greville Bathe Fund.

I hope that the Panel and States Members will feel that my published comments have addressed all the points raised and provides them with sufficient additional information to consider these proposals.
