Proposed Government Plan 2023-2026 [P.97/2022]
The Scrutiny Liaison Committee (the Committee) met on 3rd October 2022 to discuss and agree the scrutiny review approach for the proposed Government Plan 2023-2026. It was agreed, at the meeting, that each scrutiny panel would focus on the aspects of the proposed Government Plan 2023-2026 specific to its remit and that overarching themes would be led by the Corporate Services Scrutiny Panel.
Therefore, each Scrutiny Panel will provide tailored Terms of Reference specific to its remit to relevant Ministers. It would be appreciated if Ministers could prioritise public hearings and supply additional information requested by Panels robustly given the reduced lodging period of ten weeks instead of twelve of the proposed Government Plan 2023-2026. The Committee would request that the breakdown of funding be provided by Ministerial portfolio, as has been done in previous Government Plans.
The Committee would also like to take this opportunity to highlight to you its concerns on the publication delay of the annex which is intrinsically linked to the content of the proposed Government Plan 2023-2026. The annex to the proposed Government Plan 2023-2026 contains vital supplementary tables, department financial tables and summaries of growth business cases which are required by the Assembly to consider the context of matters mentioned in the proposition. If the annex is delayed for public release for two weeks this would result in an eight- week review timetable for scrutiny with a six-week review period prior to the amendment deadline which is not adequate for a review of the proposed Government Plan 2023-2026. Therefore, the Committee would request that the supplementary tables, departmental financial tables and summaries of growth business cases which will be contained in the annex to the proposed Government be provided confidentially, in draft form if necessary, as a priority to scrutiny.
Given the important content of this letter the Committee has requested that it is immediately acknowledged, and a full response be provided to the Committee by Friday 7th October 2022.
