Dear Chief Minister,

Migration and Population Review Panel Review of P.116/2021 Common Population Policy

You will be aware that the Migration and Population Review Panel are currently undertaking a review of the P.116/2021 Common Population Policy lodged by the Council of Ministers.

On 16th December 2021 the Panel wrote to you attaching the Terms of Reference for the review letting you know that arrangements were in progress to schedule Public Hearings with both you and the Assistant Chief Minister, one in early January and one later in the same month.

The Panel accepted that you were unable to attend the first of the Public Hearings which was held on 6th January and attended by Assistant Chief Minister and senior officers, however, it has always been clear that the Panel's expectation would be that, as Chief Minister, you would make yourself available to attend a Panel Hearing on this vital policy of the Council of Ministers.

To date, a time for the second public hearing on either the 24th or 25th January has not been secured and the Panel has been offered dates which would be too early or too late in the review process to add value to its report. The date of the 25th of January has been determined as the latest date on which the Public Hearing with yourself and the Assistant Chief Minister could be held.

A commitment has been made to work with the Scrutiny process and while the Panel fully appreciates that diary arrangements are difficult, you will also be aware that it is vital that the Panel has sufficient time to gather evidence and put that information to Ministers. Therefore, an earlier date than the 24th January would also be impractical.

We would be grateful for your earliest response with an available time for a Public Hearing with the Panel on either the 24th or 25th of January.
