ITIS Administration
Thank you for attending the Quarterly Public Hearing with the Corporate Services Scrutiny Panel (the Panel) on 26th January 2022, during which the Panel highlighted that it had received a number of complaints from members of the public regarding administration of ITIS (Income Tax Instalment System) rates and the incorrect analysis of tax returns. The Panel indicated that it would provide a collation of the anonymised comments for your reference, which you will find confidentially attached.
As you will find the main issues that are evidenced in these submissions are as follows:
• Provision of incorrect effective ITIS rates
• Lack of, or delayed, responses to enquiries to Revenue Jersey and yourself
• Lack of in person support or dialogue
• Lack of consistent approach in application of ITIS rates and in correspondence
• Delayed calculation of tax liability, for example of 2019 liability
During the hearing both you and the Comptroller for Revenue acknowledged that ITIS is a somewhat blunt instrument, however the Panel would be grateful if you could highlight how you are instructing officers to resolve the issues highlighted.
The Panel look forward to your response and would request this information be received by Monday 7th March 2022.
